The Failure of the 28-Point Peace Proposal for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the tension triggered by the announcement of a new 28-point plan for resolving the conflict appeared – momentarily – to have been defused. A senior US official spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its retaliation: a renewed assault of rocket attacks on Kyiv.

The Cycle of Peace Talks and Military Action

The chain of opposing developments captured the harsh reality of the current period. By day, political struggles are fought: optimistic declarations are released from various governments. Considerable effort is expended on containing specific proposals. By night, the Kremlin forcefully demonstrates the world that, for them, conflict continues to be the key method for achieving "settlement".

Nighttime Reality

As the offensive unfolded into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is able to track missile launches from enemy soil, a ability afforded by up-to-date information. From vantage locations, Ukrainian air force fighter jets that had been dispatched to engage hostile guided weapons flew past – sophisticated military planes provided to Ukraine by NATO members.

Soon thereafter, Kyiv's anti-aircraft weapons thundered: multiple launches targeted at a Russian ballistic missile. This was a modern interception technology at work, presumably supplied through Western nations. Every deployment creates sudden vibrations, rattling buildings. The brief panic quickly becomes sober acceptance: possibly the approaching threat won't strike its target this time, sparing the city from ruin and further power outages.

Continuous Dangers

Not long after, a large-caliber weapon opened up on a unmanned aircraft somewhere nearby, part of a rapid response unit – almost certainly imported technology. Sadly, the projectiles didn't strike the hostile drone – it maintained course toward its objective.

Intermittently, this carried on until dawn. Kyiv awoke to the daybreak reports: multiple fatalities, destruction and utility failures in numerous residences as a result of the evening attack. As always, everyone still maintained normal activities – living the war. But those full day demonstrated Ukraine's vital need on international aid – a need that regional partners are clearly incapable to substitute in the short term.

Unsuccessful Negotiations

The 28-point plan from US administration provoked deep reactions, discussion and profound anxiety – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and international summits.

Every new approach from US leadership adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They manage the tension but never actually secure success. This pattern will, undoubtedly, endure.

Tactical Assessments

It is tempting to accuse certain parties of persistently promoting Kremlin's demands. But that does not seem to be the whole story. American leadership operates on a premise well known to experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The US administration believes that it is impossible to compel Moscow to surrender the territory that it already controls in Ukraine's southern or eastern regions.

The challenge is that while acknowledging this situation, Washington does little to deter Moscow, through diplomacy or military means, from believing that the status quo will not shift further in its benefit in the near future.

Divergent Views

Therefore, the Kremlin is convinced that the clock favors them – that Ukraine and its supporters are nearing depletion. Their motivation to agree to terms that does not give them the maximum possible gain is almost completely absent. There may be many attempts to stop fighting, but they will carry on as long as Russia's leader remains supremely confident in the conclusion.

On the contrary, Kyiv believes that Ukraine can still endure, gradually sacrificing civilians and areas but preventing a entire defensive failure until circumstances change in its favour.

Current Realities

Objectively, there are no real preconditions for a armistice. Now, personal considerations are entering the equation: personal goals to mediate resolution and obtain worldwide acknowledgment, and Kyiv's twin challenges – on one hand, not to alienate a key ally, and on the other, to unite the population around the country's interests against any proposal Kyiv finds unacceptable, so that their priority does not shift toward internal issues. And although their task will now be significantly challenging after current events, it remains very improbable that this will change their overall approach.

These two forces are driving the talks.

Summary and Prospects

It took a just a single week to terminate the suggested clauses of the current initiative. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the remaining European nations, along with calming attempts of representatives, and finally, latest revelations, all did their job.

While new plans based on previous concepts are approaching, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are based on Russian demands and show specific hesitation to modify developments, if they maintain solidarity and improve their protective measures at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the predictable period, primarily depend on ongoing international assistance.
